Panagiotis Staikouras

Panagiotis Staikouras is Assistant Professor in the Department of Banking and Financial Management at the University of Piraeus and a co-founder and managing partner of the Mikroulea, Staikouras and Associates Law Firm.

He specializes in Finance Law, with an emphasis on Capital Markets and Banking Law. Panos advises Greek and foreign issuers and financial institutions on all regulatory matters relating to capital and money markets. He also retains regular contact with the Hellenic Capital Markets Authority, as well as all other relevant public institutions and ministries on all matters relating to licensing and ongoing operations of issuers and financial institutions. Panos also advises these entities on the adherence to business rules, as well as compliance functions applicable to them, and assists them with court or disciplinary proceedings linked to their activities.

He has published numerous articles in high-ranked, frequently referenced international journals (e.g., Management ScienceReview of FinanceJournal of Corporate Law StudiesFinancial Markets, Institutions & InstrumentsEuropean Business Law ReviewEuropean Business Organization Law ReviewJournal of Business LawJournal of Banking RegulationLegal Issues of Economic Integration, Law and Financial Markets Review) and is a regular speaker at academic seminars and conferences. Additionally, Panos delivers, on a regular basis, training-preparatory courses that are targeted at practitioners participating in the certification exams (conducted by the Bank of Greece and the Hellenic Capital Market Commission) for the provision of investment services. Lastly, Panos is an accredited Mediator of Directive 2008/52/EC – Law No 3898/2010, and a pro bono member of the Hellenic Capital Markets Commission for the codification of the Greek legal framework on capital markets. He has also served as an external legal advisor to the Hellenic Capital Markets Commission, and as a pro bono member of various legislative committees for the transposition of EU Directives into the Greek legal order, including that of the EU Directive 2003/6/EC on market abuse and the EU Directive 2004/109/EC on transparency requirements.
